First Nations Financial Management Board

The FNFMB is Canada’s only legislated body that develops and publishes First Nations Financial Management and Financial Performance Standards and upon request certifies First Nations compliance to those standards. The FNFMB is an Aboriginal institution that provides a suite of financial management tools and services to First Nations governments seeking to strengthen their fiscal stewardship and accountability regime and develop necessary capacity to meet their expanding fiscal and financial management requirements.

The FNFMB is one of the First Nation institutions created through the First Nations Fiscal and Statistical Management Act (FSMA) which is federal legislation designed primarily to provide participating First Nations with the tools and capacity needed to facilitate their participation in long-term pooled borrowing through the Capital Markets – on a similar basis as other governments in Canada – to support their social and economic development objectives.

To support the FSMA’s primary initiative, the FNFMB has established the following standards and corresponding service:

First Nations Information Governance Centre 

The First Nations Information Governance Centre (FNIGC) is an incorporated non-profit organization operating with a special mandate from the Assembly of First Nations’ Chiefs in Assembly (Resolution #48, December 2009). FNIGC envisions that every First Nation will achieve data sovereignty in alignment with its distinct world view. In collaboration with its Regional Partners, FNIGC conducts unique data-gathering initiatives that allow us to build culturally relevant portraits of the lives of First Nations people and the communities they live in.

But our core responsibility is the development and administration of national First Nations survey initiatives with our Regional Partners. First Nations Market Housing Fund

The First Nations Market Housing Fund is the first national fund to enable First Nations to gain easier access to private sector housing financing options.  Through arrangements with First Nations and lenders, the Fund can assist in expanding market-based housing on reserve by providing access to home ownership, rental and renovation loans in First Nations communities.  It is estimated the $300 million Fund will help to provide for up to 25,000 new housing units on-reserve over 10 years.  The Fund will not only help to increase the housing supply, but will also provide First Nations communities, families and individuals with the means to build equity and generate wealth.

Heiltsuk Tribal Council

The Heiltsuk Tribal Council act as the governance body for the Heiltsuk membership, they are made up of 1 Chief Councillor and 11 Councillors. The Heiltsuk are currently approximately 3,000 people strong, with half of our membership on reserve. The present-day Heiltsuk (formerly Bella Bella) Band of Indians are the main decendants of Hailhzaqvla-speaking peoples who inhabited an area of approximately 6,000 sq. miles in the central coastal region of what is today known as British Columbia. Heiltsuk traditional territory extends from the southern tip of Calvert Island, up Dean and Burke Channels as far as Kimsquit and the head of Dean Inlet to the northeast, and up the Mathieson and Finlayson Channels to the north. It includes Roscoe, Cousins and Spiller Inlets, and Ellerslie Lake, and the outer coast regions of Milbanke Sound, Queens Sound, and the Goose Island Group and Calvert. Wayne Wilson, Vice President, Lincluden: “From the first workshop the communities have been extremely open and welcoming.   As a result it quickly became apparent to us  the communities were teaching us as much about their needs, history and culture as we were teaching the communities about financial markets and investing.   We began to understand the unique needs of the communities and were able to customize our investment approach to produce the more stable income that many communities find critical to their operating budgets.  It was in a community while waiting to present to Chief and Council on the results of the Trust, that I got the Spaghetti smile.  We were in the community center (a building partially paid for out of the trust) and the children from the school next door filed into an area outside the kitchen snack bar for the lunch program (subsidised by the trust).  Spaghetti was being served.  One little boy around 6 years old was walking by so I waved. He smiled up at me cheeks coated in sauce and said “ I am in grade one”.  I asked if the Spaghetti was good and he replied “yup I am going up for more”.   When I was on the long drive back to the nearest airport to fly home, more than the nod from the Chief that the trust was working well stuck in my mind, it was the spaghetti smile that stayed with me.  In our own small way we were helping to build a stronger community.”
Over the years working for First Nations has proven very rewarding as we have sponsored the publishing of a Nations history, helped a shelter for members of a nation that have left for the neighbouring city and faced difficulties.  Sponsoring and attended First Nations Summer Games, community Pow Wows from   grand to small and intimate.  Understanding the critical nature of the money we invest has been the key to creating success for the First Nations we work for.
